The start times at a number of schools in the district may change. These changes are commonly referred to as “Bell Time’ changes and are the result of a review of transportation services.
Over the past year, the Ottawa Student Transportation Authority (OSTA) has conducted a system-wide review of Bell Times. The purpose of the review is to align the Bell Times in such a way that school bus service can be better managed – essentially requiring fewer buses by optimizing capacity and routing of buses.
In total, 93 school bus routes are recommended for change at the OCDSB and the OCSB schools. The total combined savings is estimated at $ 2,743,500.
OSTA has completed public consultations over the past year to receive feedback from school communities about their needs and to evaluate options. OSTA has made every effort to put forward recommendations that balance the community input received, family needs, and the provision of efficient and effective service. The recommended Bell Time changes were approved by the Board on January 27, 2015.
Types of changes
The “Bell Time” changes are divided into 2 categories:
1. Changes of 10 minutes or less
2. Changes of 11 minutes or more.
The main difference between the two categories is in how decisions are made.
· OSTA has the authority to make decisions about changes of 10 minutes or less.
· School Boards are responsible for making changes of 11 minutes or more.
