Approval of Recommendations for the Western Area Review

Trustees approved the recommendations as outlined in Schedule A to Report 17-010, as pertaining to the Bell High School Family of Schools, be approved:

Schedule A:

Bell High School’s grade structure will be expanded to include grades 7 to 12 effective September 2017.

D. Aubrey Moodie Intermediate School will be closed and the grade 7 and 8 English program with Core French, Early French Immersion, and Middle French Immersion programs will be redirected to Bell High School effective September 2017.

D. Aubrey Moodie Intermediate School Developmental Disabilities (DD) Specialized program class will be relocated to Bell High School effective September 2017.

D. Aubrey Moodie Intermediate School General Learning Program (GLP) Specialized program class will be relocated to Bell High Schooleffective September 2017.

Bayshore Public School will continue to offer an English program with Core French.  The school will become a JK-grade 6 school for September 2017.

An Early French Immersion program will be introduced at Bayshore Public School beginning with grade 1 in September 2017 and adding one grade per year thereafter.  The new program’s attendance area will be coincident with the school’s English program with Core French boundary.

JK and SK students attending Lakeview Public School and residing in the new Bayshore Early French Immersion program boundary area will be relocated to Bayshore Public School for September 2017.

Lakeview Public School will continue to be an Early French Immersion program school and will add grade 6 thus becoming a JK-grade 6 school for September 2017.

The Bayshore area will be phased-out of the Lakeview Public School Early French Immersion program attendance boundary as part of the introduction of a new program at Bayshore Public School beginning with JK, SK, and grade 1 for September 2017.

Bells Corners Public School will continue to be an English and Middle French Immersion program school and will add grade 6 and become a JK-grade 6 school for September 2017.

The Bells Corners Public School Language Learning Disabilities Primary and Junior (LLD) Specialized Program classes will continue to be located at Bells Corners Public School for September 2017.

Staff will be directed to proceed with facilities renewal work. This outlined in the chart below. The budget will not exceed $3.9 million in relation to the Bell High School family of schools.

Trustees approved an amendment to provide busing to and from an alternate gym facility, if necessary until a new gym is constructed at Bell High School. This will be done in collaboration with the Principal and Bell Athletic Director. The goal is to ensure adequate gym access for Bell High School athletic teams, for either practices or games.

Merivale High School Family of Schools

Trustees voted to approve the recommendations as outlined in Schedule B to Report 17-010, pertaining to the Merivale High School Family of Schools.

Schedule B:

Merivale High School’s grade structure will be expanded to include grades 7 to 12 effective September 2017.

Sir Winston Churchill Public School grade 7 and 8 English program with Core French and Early French Immersion programs will be redirected to Merivale High School effective September 2017.

Sir Winston Churchill Public School Dual Support Program (DSP) class will be relocated to D. Roy Kennedy Public School effective September 2017.

Carleton Heights Public School grade 7 and 8 English program with Core French and Middle French Immersion programs will be redirected to Merivale High School effective September 2017.

The Carleton Heights Public School junior/intermediate Developmental Disabilities (DDP) Specialized Program class will remain at CarletonHeights Public School until all the students currently enrolled in the program transition to a secondary program.

A new International Baccalaureate (IB) program will be introduced at Merivale High School.  The new program will be phased into the school beginning with grade 9 students upon the approval of program certification.

Century Public School will be closed effective September 2017 and that its JK to grade 6 English Program with Core French will be redirected to Carleton Heights Public School.

Century Public School’s Language Learning Disabilities (LLD) program class will be relocated to Carleton Heights Public School effective September 2017.

The portion of Brookfield High School’s grade 9 to 12 attendance area bounded by Baseline Road to the north, Fisher Avenue to the west, and the Rideau River to the south and east, will be redirected to Merivale High School effective September 2017. Students residing in this boundary area and currently enrolled at Brookfield High School will be permitted to remain at that school.

The portion of Glebe Collegiate Institute’s grade 9 to 12 attendance area which is contained within the existing Carleton Heights Public School grade 7-8 English Program with Core French boundary (the Green Valley Crescent area) will be redirected to Merivale High School effective September 2017.  Students residing in this boundary area and currently enrolled at Glebe Collegiate Institute will be permitted to remain at that school.

Staff will be directed to proceed with facilities renewal work as identified in the chart below. The Merivale High School family of schools budget is not to exceed $3,210,000 million (within the 2016-2017 and 2017-2018 school year).

Sir Robert Borden High School Family of Schools

The recommendations as outlined in Schedule C to Report 17-010, as pertaining to the Sir Robert Borden High School Family of Schools, were approved, as amended:

Schedule C:

Sir Robert Borden High School will expand its grade structure to grades 7 to 12 effective September 2017.

Greenbank Middle School will be closed and its grade 7 and 8 English program with Core French, Early French Immersion, and Middle French Immersion programs will be redirected to Sir Robert Borden High School effective September 2017.

The portion of Greenbank Middle School’s Middle French Immersion program attendance boundary (grades 7 and 8) bounded by Baseline Road, Woodroffe Avenue, Highway 417, and both sides of Morrison Drive will be redirected to D. Roy Kennedy Public School for September 2017.

Middle French Immersion program students residing in this boundary area will be permitted to continue at the designated schools; and that this provision will be extended to the siblings of these students born in 2017 or earlier.

Greenbank Middle School grades 7 and 8 Gifted Early French Immersion Specialized Program class will be relocated to Bell High School effective September 2017.

Leslie Park Public School will be closed and its JK to grade 6 English Program with Core French will be redirected to Briargreen Public Schooleffective September 2017.

The two Leslie Park Public School Autism Spectrum Disorder (ASD) Specialized Program classes will be relocated to Woodroffe Avenue Public School effective September 2017.

Grant Alternative School will be closed effective September 2017.

The portion of Knoxdale Public School’s Middle French Immersion program attendance boundary (grades 4 to 6) bounded by Baseline Road, Woodroffe Avenue, Highway 417, and both sides of Morrison Drive will be redirected to D. Roy Kennedy Public School for September 2017.  The MFI program students residing in this boundary area will be permitted to continue at the designated schools; and that this provision will be extended to the siblings of these students born in 2017 or earlier.

Staff will be directed to proceed with facilities renewal work as identified in the chart below.  The budget will not exceed $2.59 million as it pertains to the Sir Robert Borden High School family of schools.

Woodroffe High School Family of Schools

The recommendations as outlined in Schedule D to Report 17-010, as pertaining to the Woodroffe High School Family of Schools, was approved, as amended:

Schedule D:

Regina Street Public School will become a JK to grade 6 Alternative Program School effective September 2017.

The students currently enrolled in Grant Alternative School will be redirected to Regina Alternative School effective September 2017.

D. Roy Kennedy Public School program boundary for JK to grade 6 English program with Core French will be expanded to include the current catchment area for Regina Street Public School.

Staff will be directed to hold a Parent Information Night for the Regina school community to promote awareness of the Alternative Program.

J.H. Putman Public School grade 7 and 8 Early French Immersion program north of Highway 417 will be redirected to Woodroffe Avenue Public School beginning with grade 7 in September 2018, and that Woodroffe Avenue Public School will become a JK to grade 8 School.

J.H. Putman Public School will be closed once the addition to Agincourt Road Public School is opened.  J.H. Putman Public School’s grade 6, 7 and 8 Early French Immersion program (south of Highway 417) will be redirected to Agincourt Road Public School which would become a JK to grade 8 school, and its grade 6, 7, and 8 English program with Core French will be redirected to Pinecrest Public School.

J.H. Putman Public School Behaviour Intervention Program (BIP) class will be relocated to D. Roy Kennedy Public School following the addition to Agincourt Road Public School.

J.H. Putman Public School Autism Spectrum Disorder (ASD) Specialized Program class will be relocated to Sir Robert Borden High School when the addition to Agincourt Road Public School is opened.

Agincourt Road Public School JK to grade 5 English program with Core French will be redirected to Pinecrest Public School with the opening of an addition to Agincourt Road Public School.

Severn Avenue Public School JK to grade 6 English program with Core French north of Carling Avenue will be redirected to D. Roy Kennedy Public School and south of Carling Avenue to Pinecrest Public School, effective September 2017.

Severn Avenue Public School English Program with Core French students (2016-2017) residing north of Carling Avenue and will be redirected to D. Roy Kennedy Public School be given a one-time option to choose to enroll at Pinecrest Public School for September 2017, and that this option be extended to siblings born in 2017 or earlier.

A JK to grade 6 Early French Immersion program be introduced at Severn Avenue Public School beginning with grades 1 to 3 in September 2017 and adding one grade per year thereafter.  Its attendance area will be comprised of that part of Woodroffe Avenue Public School’s EFI attendance area bounded by Highway 417 to the south, the Transitway to the east, and the current Lakeview Public School EFI boundary to the west.

Staff will monitor the new Severn Avenue Public School Early French Immersion program with the intention of adding grades 7 and 8 to the school in the future, subject to the establishment of viable enrolment numbers.

JK, SK, grade 1, and grade 2 students enrolled at Woodroffe Avenue Public School (2016-2017) and residing in the new Early French Immersion program boundary area will be relocated to Severn Avenue Public School for September 2017.

The current Woodroffe Avenue Public School JK, SK, grade 1 and grade 2 students (2016-2017) residing in the new Early French Immersion program boundary area, with siblings also attending Woodroffe Avenue Public School in grades 3 to 6, will be given a one-time option to continue at the school, and that the above option be extended to siblings born in 2017 or earlier.

Tendering, Purchasing and Acquisition of Supplies and Services

The schools identified in this review and notwithstanding Tendering, Purchasing and Acquisition of Supplies and Services Policy P.069.FIN, Facilities staff will be authorized to use prequalified general contractors on a time and material basis to procure renovation projects up to $100,000 in value; and

Risk and Supply Chain Management

The schools identified in this review, Risk and Supply Chain Management staff will be authorized to use a less formal competitive bid process for procuring renovation projects from $100,001 to $499,000, as described in Report 17-010 dated 13 February 2017, in order to ensure schools are ready for September 2017 opening.
