The Board, at its meeting on March 5, 2024, adopted motions which serve to implement a new EDC By-law (No. 01-2024) for the OCDSB on April 1, 2024.  The education development charges imposed by the By-law are as follows:

Any person or organization may appeal the By-law to the Ontario Land Tribunal under Section 257.65 of the Act by filing with the Secretary of the Ottawa-Carleton District School Board on or before the 14th day of April, 2024, a notice of appeal setting out the objection to the By-law and the reasons supporting the objection.


The Education Act provides a school board with the ability to implement an Education Development Charges By-law if there is residential development in the area of jurisdiction of the board that would increase education land costs. As per the legislation, education development charges (EDCs) may be levied against land undergoing residential and/or non-residential development.

The primary purpose in implementing an EDC By-law is to provide a board with a source of funding for growth-related education land costs, i.e. costs to acquire and prepare school sites to accommodate students generated from new development. The province’s ‘Student Focused Funding Model’ does not include a separate per pupil grant to fund the purchase of new school sites.

The Ottawa-Carleton District School Board has an existing EDC By-law in place.  This by-law came into force on April 1, 2019.  In accordance with provincial regulations, the current by-law is scheduled to expire on March 31, 2024.  In order to continue to fund the purchase of land required for growth-related new school sites through the collection of EDCs, the Board must implement a new by-law on or before this expiry date.

Accordingly, the Board has entered into a study and consultative process which will examine the possibility of passing a new EDC By-law in 2024.

As part of this process, two special public meetings will be held on January 16, 2024 prior to the regularly scheduled meeting of Committee of the Whole. These meetings will be convened in order to review the policies contained within the Board’s existing EDC By-law, and those which will help form the proposed new by-law in 2024.

A notice of the Public Meetings of the Board to be held in consideration of a new Education Development Charges By-law will be published in the Ottawa Citizen on December 15, 2023.

Special Public Meetings:

January 16, 2024 – 133 Greenbank Road, 6:00 pm

The first public meeting will be convened to review the policies contained in the Board’s existing Education Development Charges By-law.

January 16, 2024 – 133 Greenbank Road, 6:30 pm

The second public meeting will be convened to receive input and hear delegations regarding a proposed new by-law and the EDC Background Study prepared in support of its consideration.

The EDC Background Study will be presented at the meeting. It will be available to members of the public via our website on December 22. After this date, hardcopies of the study will also be available at the main reception (133 Greenbank Road) upon request.

Subsequent to receiving input from Trustees, stakeholders, and the public regarding the proposed new by-law, staff will bring forward a recommendation report forward for consideration to the regularly scheduled March 5, 2024 meeting of the Board’s Committee of the Whole. The meeting will commence at 7:00 pm at 133 Greenbank Road.

If approved by committee, the EDC By-law will be considered by Board at a Special Board Meeting on March 5, 2024. The meeting will commence at 10:00 pm at 133 Greenbank Road.

If approved by Board, the new By-law would be implemented effective April 1, 2024.
