Direction of The Supervisor - Trustee Governance Role Clarification

DIRECTION OF THE MINISTRY SUPERVISOR

WHEREAS Order in Council 867/2025 vests control and charge over the administration of the affairs of the Ottawa-Carleton District School Board (OCDSB) in the Ministry of Education;  

AND WHEREAS pursuant to subsection 257.48 (2) of the Education Act (the “Act”), the Minister has appointed me, Robert Plamondon, as Ministry Supervisor of the OCDSB, and has delegated to me the Minister’s powers and duties under Division D of the Act;

AND WHEREAS pursuant to subsection 257.43 of the Act, all decisions and actions I make as the Supervisor in relation to the affairs of the OCDSB are deemed to have been decisions or actions of the OCDSB;  

NOW THEREFORE, In order to ensure continuity in the functioning of the OCDSB’s governance structure during the period of Ministry Supervision, and to ensure overarching alignment between the OCDSB’s governance structure and the intent of the vesting order, I hereby direct as follows:

  1. All current and ongoing appointments, selections, or delegations of members of the board (trustees) to serve as OCDSB governance committee members or similar roles are revoked.
  2. If this Direction conflicts with a law, regulation, or a Ministry of Education directive in any way, the law, regulation, or Ministry directive prevails over this Direction. For clarity, the Ministry of Education issued a protocol in July 2025, Trustee Roles Responsibilities and Access to School Board Resources Protocol for School Boards Under Supervision, which directs that “trustees cease to have a role in any aspect of the governance of the school board unless permitted by the supervisor.”
