The Finance Department is responsible for the development and administration of policies and processes that ensure financial resources are appropriately managed. The Finance Department consists of three operating divisions: Financial Planning, Financial Reporting and Payroll.

Financial Planning

The Financial Planning division is responsible for coordinating the development of the school board budget and assisting Ottawa-Carleton District School Board (OCDSB) leadership with managing their departmental budgets. Key activities include compensation cost modelling, preparing monthly financial projections, preparing standard and ad hoc management reports, and overseeing the general ledger structure used for management and financial reporting.

Financial Reporting

The Financial Reporting division is responsible for ensuring that financial resources are available to meet the OCDSB’s day-to-day needs. Activities performed by the division include paying suppliers for goods and services, managing the receipt of government grants and user fees, and bank account management. Recurring activities include preparing financial statements, coordinating external audits, treasury management, submitting HST rebate applications, general ledger account reconciliations and filing various mandatory financial reports. The division also provides training to school administrators on financial practices and oversees the administration of the financial system used to manage school generated funds.

Payroll

The Payroll division is responsible for ensuring accurate, timely and compliant payment of salaries and wages while adhering to all legal and tax obligations. Activities also include administration of employees’ pension plans, remitting source deductions, dues and premiums to external agencies, issuing T4 Information Slips and Records of Employment, and complying with mandatory reporting requirements including Ontario’s public sector salary disclosure.
