Direction of The Supervisor - Governance Policy Rescissions

DIRECTION OF THE MINISTRY SUPERVISOR
WHEREAS Order in Council 867/2025 vests control and charge over the administration of the affairs of the Ottawa-Carleton District School Board (OCDSB) in the Ministry of Education;
AND WHEREAS pursuant to subsection 257.48 (2) of the Education Act (the “Act”), the Minister has appointed me, Robert Plamondon, as Ministry Supervisor of the OCDSB, and has delegated to me the Minister’s powers and duties under Division D of the Act;
AND WHEREAS pursuant to subsection 257.43 of the Act, all decisions and actions I make as the Supervisor in relation to the affairs of the OCDSB are deemed to have been decisions or actions of the OCDSB;
AND WHEREAS the OCDSB’s overarching policy and procedure framework has evolved over many years to become a large, disparate, and complex governance framework, which in turn creates a challenging and confusing experience for governance participants, staff, and the public;
AND WHEREAS there is significant value to the OCDSB in streamlining and modernizing this overarching policy and procedure framework;
NOW THEREFORE, Based on the contextual information provided to me by staff, including as detailed below, I hereby direct as follows:
- Given that policy P 114 GOV - Advocacy lacks any specific direction or guidance to the Board, making it superfluous, policy P 114 GOV - Advocacy, is rescinded.
- Given that policy P 013 GOV - Community Member Recognition Program established a program that the Board had already temporarily suspended in the spring of 2025, and given that this temporary suspension reflected a recognition that the program had largely outlived its intended purpose and needed to be reimagined or discontinued entirely, policy P 013 GOV - Community Member Recognition Program is rescinded.
- Given that policy P 051 GOV - Director of Education Performance Appraisal Process essentially duplicates a process that is already governed by a comprehensive regulatory regime in O. Reg. 83/24: Director of Education Performance Appraisal, making the policy superfluous, policy P 051 GOV - Director of Education Performance Appraisal Process is rescinded.
- Given that policy P 141 GOV - Integrity Commissioner was developed and issued prior to the regulatory change created by O. Reg 306/24: Integrity Commissioners and Process for Alleged Breaches of the Code of Conduct, and given that this change now makes substantial aspects of the policy unnecessary and in some ways incompatible with the regulation, policy P 141 GOV - Integrity Commissioner is rescinded.
